This classroom and office building is home to the University Honors Program and the Belin-Blank Center for Gifted Education. The building also contains six general assignment classrooms to serve the campus.

The programs are segregated vertically, with public spaces: classrooms and lobby, on the first two transparent floors, and the administrative offices for the programs on the fourth through sixth floors. The third floor transitions between public and program-dedicated floors, and serves the students of the two programs. In section, the narrow office half is to the west, and the larger classroom/open-office half to the east. Offices capture views of the Iowa River through a double-glazed skin system which keeps west facing offices cool. A masonry service core divides the two halves.
